Born in Quebec City on September 28, 1952.
I hold a B.A. from Glendon
College, York University (1974), an LL.B. from Université Laval (1977), and an
LL.M. from the Columbia School of Law (1979).
In 1981, I joined the staff of the Research
Branch of the Library of Parliament in Ottawa
in their Law & Government Division. The
following year, I was assigned on a full
time basis as Counsel to the Standing Joint
Committee for the Scrutiny of Regulations
and in 1984 was appointed General Counsel
to the same Committee. The Committee reviews,
on behalf of the Houses of Parliament, the
hundreds of federal regulations enacted each year to ensure that regulation-makers respect the limits of their legal
authority and to verify that the regulations
do not infringe on the rights and liberties
of Canadians. In 2006, I accepted an offer to join Elections Canada as Director
of Legal Services. In the Fall of 2008, I was appointed
to the position of Director General in charge of the Political Financing
Directorate which oversees the administration of the rules governing the
financing of politcial entities under the Canada Elections Act.
My involvement with Vizslas began in 1992
when I decided I was ready to assume 'family'
responsibilities. After a meeting with Benoit
Chenette & Jocelyne Paul, there followed
a long wait for my first Vizsla: CH Flockati's
Dash of Paprika, CDX, Am CD, FD, TT, CGC, was finally
whelped on March 1, 1993. Amy the German Shorthair (CH Goodfellow Chocolate
N Cream, FDJ), her daughter Krackers, Am/Can CH Bajnok Total Eclipse, and grand-son
Rags, Am/Can
CH Bajnok Seasons Of The Heart also form part of my family along with the
Pointer Keegan, Am/Can CH Fierce One of Lamont.
As a
dog fancier, I actively
seek to improve my knowledge of the history
and purpose of various breeds, including my own. Breeding requires
that one possess a working knowledge of various
relevant areas such as canine anatomy and genetics and I continually seek to further my
education in those areas.
